James Ginsburg
Executive Director
James Ginsburg is the founder and Executive Director of RecoveryWorks, a Colorado Nonprofit organization serving unhoused persons in Jefferson County. He is the former Deputy Director of Housing Stability and Homeless Resolution for the City of Denver where he oversaw the City’s response to sheltered and unsheltered homelessness and housing instability during the Covid-19 pandemic. Mr. Ginsburg has been working with unhoused persons for over 25 years including 18 year with the Colorado Coalition for the Homeless where he oversaw multiple housing, case management and recovery programs. He is the founder and former Director of the Fort Lyon Supportive Residential Community, the largest recovery program for persons experiencing homelessness in Colorado. He is a Certified Addictions Counselor (CAC III) and holds a Master’s Degree in Non-profit Management.

Rebecca Martinez
Chief Operating Officer
Rebecca Martinez is a seasoned leader with over 16 years of experience in homelessness response, with a strong background in local government systems. During her tenure with the Denver Department of Human Services and the Department of Housing Stability, she led critical programming for unhoused individuals, managed complex local and federal funding streams, and built trauma-informed initiatives that improved housing outcomes citywide.
Rebecca is nationally recognized for her leadership in Justice, Equity, Diversity, and Inclusion (JEDI), and has been instrumental in developing equitable frameworks that center dignity, belonging, and community accountability.

Colleen Osborne
Chair
Colleen is the founder of Osborne Associates Consulting LLC, helping individuals and organizations create meaningful impact. As a leadership coach and facilitator, she fosters personal growth and community-driven change. Since 2020, she has advocated for homelessness solutions in Jefferson County, inspired by her own journey and the support of her father. Colleen believes in the power of social capital to uplift those facing hardship and envisions a future where grace and opportunity are accessible to all.

Dr. Elisabeth Moolenaar
Vice Chair
Dr. Elisabeth Moolenaar is an anthropologist specializing in energy transitions and a Fellow of the Society for Applied Anthropology. She has held academic positions at Regis University, Colorado School of Mines, and the University of Bremen, Germany. A dedicated community organizer, she has worked to expand resources for unhoused individuals since moving to Denver in 2016. As a RecoveryWorks board member, she aims to strengthen support for her neighbors and those seeking recovery.

Monica Knickerbocker
Secretary
Monica Knickerbocker, Vice President of Human Resources at the Denver Metro Chamber of Commerce, brings 20+ years of HR leadership across multiple industries. A Lean Six Sigma Black Belt and certified Executive Coach, she serves on the SHRM Board, advancing Workforce Readiness. A proud Colorado native, Monica enjoys skiing and is an avid wrestling fan. She lives with her family in Littleton.

Grayson Horn
Treasurer
Grayson Horn is Vice President at FirstBank in Wheat Ridge, Colorado, where he specializes in lending and relationship management. A lifelong Jefferson County resident, he earned his B.S.B.A. from the University of Colorado Denver in 2017. Raised by a single mother, he developed resilience, financial discipline, and a deep commitment to community service, shaping his professional journey.

Elizabeth Hernandez
Director
Liz is a Colorado native, founding board member, and past Board Chair of RecoveryWorks. As Employment Counsel at Empower, she advises organizations on workplace legal issues. Previously a journalist, she holds degrees from Colorado State University and St. Mary’s University School of Law. Liz is deeply committed to supporting unhoused neighbors and lives in Denver with her two children and a dog.

Adam Burg
Director
Adam is a government affairs professional at Foster Graham Milstein & Calisher, with over a decade of experience in legislative relations, policy analysis, and political strategy. He has held key roles in state and local government, shaping policy at all levels. Since embracing sobriety in 2022 after a long battle with alcoholism, Adam is committed to recovery, community, and the belief that change is possible for all.

Amber Pace
Director
Amber Pace is a Licensed Clinical Social Worker and Senior Director at Colorado Access, with extensive experience in healthcare leadership, program development, and nonprofit management. She works to sustain programs that support community health and well-being. Amber and her partner enjoy time outdoors with their two dogs, Ollie and Sadie, as well as baking, knitting, and reading.
